I’ve never competed in judo, but would like to start this year. Is this normally how judo tournaments are organized as far as the age groups go?

More or less... They usually have a master's division, and maybe not so many different route sets. But they're always that cheap!

Absolutely. Another cool part is, most judo tournaments won't separate you by belt rank, so you get to "test your might" against black belts from day one lol.

It all depends on the organizer (the organization and the federation/association) and is based on how formal or rigid their structure is. But more or less this is how its done.
